Why did the name leave the roster? Shelby JailTracker is a current-custody tool, not a promised release archive. A missing name can mean release, transfer, a spelling mismatch, or a system change. It is a clue, not the final answer.

Request the audit or history entry that records the custody-status change if the agency maintains it. Do not ask an office to write a new explanation. A narrow request for the booking record, release timestamp, disposition, receiving agency, and photograph is easier to route and less likely to capture the wrong person.
Obtain Spencer County Release Records

The defining local fact is physical location. The inter-county housing record places Spencer prisoners with the Shelby County Jailer. Searching the Spencer sheriff's Taylorsville address as if it were an active county jail misses the booking and release custodian. The sheriff remains relevant for arrest, transport, and its own records, but Shelby's detention system records physical jail custody.
This split also explains conflicting dates. A Spencer judge can enter a bond, dismissal, probation, or release order before Shelby completes release processing. A Shelby transfer timestamp may mark the end of that jail's custody even though another agency immediately receives the person. Preserve both labels and times. If they conflict, ask the office that created each entry rather than selecting the more convenient result.

DOC states that it updates KOOL daily while warning that recent data may not be finalized. The Daily Releases archive supplies a second axis: date instead of person. Its dated PDFs may show DOC number, name, release type, and institution. They cover statewide DOC events, not a Spencer or Shelby jail release window.
Spencer Court Release Records

Property After a Shelby Release
The official Shelby Jailer page supplies one unusual post-custody detail. A commissary package for a person who was released or transferred is held at the detention center for seven days and may be picked up by the person or family. This rule concerns an unreceived commissary package. It should not be expanded into a claim about all personal property, money, identification, or medication.
Call the Shelby County Jailer before travel to confirm the current pickup process and what identification is required. A transfer does not make the package rule proof of release to the community.
Spencer Release Supervision and Support
KOOL is the practical public check for post-release state supervision. A parole or supervision result means the person is outside prison under the displayed DOC status. It does not mean all obligations have ended. Spencer falls within the District 12 and Region 5 supervision and reentry geography. A Shelby County satellite office appears on the district materials, but proximity does not prove that every Spencer supervisee reports there. Getting Home After State Release
Kentucky's state pre-release resources place transportation among needs reviewed before release from a state prison. That supports advance planning for a DOC discharge. It does not establish a shuttle, bus stop, taxi rule, or family waiting area for releases from Shelby County Detention Center.
Keep the two systems separate. For a state prisoner, use the releasing institution and approved DOC planning contacts. For a local jail exit, ask Shelby directly about the current exit process and permitted pickup arrangements. No verified Spencer or Shelby release transportation program was found.

Spencer County Release Facilities
Shelby County Detention Center is the documented serving jail for Spencer County adult prisoners. Its booking and release records are the primary local custody source. A community release may also appear through VINE and the Spencer court case. A transfer requires a search of the receiving agency.
Spencer County Sheriff's Office is a law-enforcement office, not an identified operating jail. It can hold sheriff-created arrest or transport records, but it is not the custodian of Shelby's booking, photograph, custody history, or physical-release entry.
